SHIPS CAPTAIN ISSUED THE FOLLOWING DIRECTIVE TO HIS EXECUTIVE OFFICER
"Tomorrow evening at approximately 2000 hours Halley's Comet will be visible in this area; an event which occurs only every 75 years. Have your men fall out on the pier in dungarees to admire the spectacle and I will explain this rare phenomenon to them. In case of rain, we will not be able to see anything, so assemble the men in the base theater and I will show them films of it."
EXECUTIVE OFFICER TO DEPARTMENT HEADS:
"By order of the Captain, tomorrow at 2000 hours, Halley's Comet will appear above the pier. If it rains, fall the men out in dungarees and march them to the base theater to admire this rare phenomenon, something which occurs only once every 75 years."
DEPARTMENT HEADS TO DIVISION OFFICERS:
"By order of the Captain have your men be in dungarees at 2000 hours tomorrow evening. The admirable Halley's Comet will appear in the theater. In case of rain in the pier area, the Captain will give another order, something which occurs once every 75 years."
DIVISION OFFICERS TO CHIEFS:
"Tomorrow at 2000 hours, the Captain and the Admiral will appear in the theater with Halley's comet, something which happens every 75 years. If it rains, the Captain will order the comet onto the pier."
CHIEFS TO CREW:
"When it rains tomorrow at 2000 hours the 75-year-old Admiral Halley accompanied by the Captain will drive his Comet off the pier.

DeleteOne thing that is wrong. Every step of the chain of command will make it earlier, The skipper said 8:00, the XO, 7:30, the department heads, 7:30, the division officers said 0700 and the chiefs put it out to muster at 0630...in the morning, so everyone will be standing there like idiots from 0615 until 2000.
